ADDRESS of the Hokim of Fergana district Khamidullo Tadzhiyevich to the people of the district regarding the tasks given by the President of the Republic of Uzbekistan during his visit to Fergana region on July 11-12 this year

Greetings, dear residents of Fergana district!
 
During the visit of the head of state to Fergana region on July 11-12 this year, he opened the door of new opportunities for us in connection with the development of the industry and infrastructure of the region, familiarization with the large-scale creative works being carried out in the neighborhoods, and the launch of new large-scale projects.
At the meeting of activists held under the chairmanship of the Honorable President, special attention was paid to the development of Fergana district and a number of responsible assignments and tasks were given.
Taking into account that the population of Fergana district is close to 222,500, it was shown that there are many potential entrepreneurs in the district, both opportunities and conditions are more than necessary, if the right approach and systematic work is organized, it is possible to multiply investment, production, jobs and exports.

I developed a special program for the socio-economic development of the district for the implementation of these works.
With the aim of economic development of the district, working on the basis of the new system established by the President, holding meetings with entrepreneurs, solving their problems, using additional opportunities, the production volume of industrial products this year is 1 trillion. 429 billion I will deliver it to soums and increase it by 1.3 times.
The head of our state has set specific tasks for opening a new way to the world markets and bringing investment in the current very complicated conditions in the world.
By the end of the year, 5,650 people will be employed in the district, including:
in the direction of investments, foreign trade and local industry development - 260;
employment of the population in permanent, temporary and seasonal jobs in the direction of finance and economy, entrepreneurship and poverty reduction - 1,035;
93.3 mln. by the end of this year in Fergana district at the expense of state investment programs and additional projects. foreign direct investment and credit utilization was determined, totaling 46.6 million dollars in January-July. foreign direct investments and foreign loans were absorbed. This indicator was 102.8 percent compared to the plan (an increase of 13.3 million dollars compared to the same period last year - 349.5 percent). 46.7 million by the end of this year. the goal is to ensure the absorption of foreign direct investments and foreign loans (increase - 182.2 percent, of which 22.4 million dollars in the 3rd quarter, 24.3 million dollars in the 4th quarter).
Also, by the end of the year, a total of 27 projects have been developed on the basis of the low-cost resource provided by the FRRU and funds brought from abroad in banks, totaling 22.1 million. dollar appropriation is planned.

As part of the localization program, 2 enterprises have been launched since the beginning of the year to increase the volume of production, and by the end of the year, 4 new projects will be implemented due to the attraction of entrepreneurs to industrial zones.
There are 25 (13 industrial enterprises, 11 agricultural enterprises) exporting enterprises in the district within the framework of the issue of increasing the export potential, and in January-June, in practice, 7.3 mln. dollar export (including industrial products for 5.2 million dollars and agricultural products for 2.1 million dollars) was carried out. The set export forecast plan ($7.1 million) was fulfilled by 103%. Also, during this period, 4 new enterprises were involved in export and 3 types of new products were exported. 4 export markets were mastered, bringing their total number to 18.
In the implementation of the regional export forecast set in the second half of the year, measures will be taken to quickly solve the problematic issues that arise in enterprises under the "Exportchibay" operating system, and support for their export activities will be further strengthened.
3 enterprises (from the beginning of the year in total 7) are additionally involved in export activities, and 4 new products are exported.

Also, more than 103 thousand tons of fruits are grown in the district per year. In order to export these fruits to the world market, the joint venture "Ferghana France" LLC, with a total value of 11 mln. implementation of the project "Fruit processing and production of condensed natural juice" is set. As a result of the implementation of the project, 6.5 thousand tons of fruit will be processed and exported.
Through employment in permanent, temporary and seasonal jobs in agriculture, water and forestry - 3,935;
permanent employment of the population in the construction, transport and utility sectors and temporary forecast indicators of employees working informally in enterprises - employment of 420 population will be provided.
In order to lift the population out of poverty and increase their income, I will carry out the following activities, including:
2,083 people will be employed in the second half of the year due to the launch of 1,460 small production and service micro-projects worth 48.0 billion soums in the neighborhoods.
Also, 7,366 self-employment, 308 individual businesses, 236 new enterprises and 5,371 farms will be established;
Within the framework of the "Family Entrepreneurship" program, "Business Development Bank" and "First Step to Business" projects, employment of 2.8 thousand people will be provided by the end of the year, a total of 14.0 billion soums of preferential loans will be directed to these goals;
2.3 thousand new jobs will be created by organizing meetings with bank clients and solving their problems.
Today, I will return 4,851 citizens who have migrated and have been found to be receiving low income as a result of the national census, and provide them with permanent income and guaranteed employment.
Based on their knowledge and skills, they are placed in production enterprises. They are also trained in professions and entrepreneurship, and directed to entrepreneurship at the expense of subsidies and preferential loans.
I will further increase the culture of using tamarisk among the population, and in this direction, I will widely use "Saykhunabad" and "Uychi experiences".
Having drawn appropriate conclusions from the tasks and assignments given by the head of our state, I will use all my energy and enthusiasm to complete these tasks together with my team and, of course, you.
